Special Assessment Commission
The Mayor, with concurrence of the City Council, appointed three members to the City of Rutland Sidewalk Project Special Assessment Commission. A citywide special assessment commission calculates property charges by determining the specific economic benefit a public improvmeent brings to each individual parcel within an improvement district. Under statutory guidelines, such as North Dakota Century Code (NDCC) Chapter 40-23, the appointed commission apportions total project costs -- including construction, engineering, and legal fees - so that no property is charged more than the enhanced value it receives. The core calculation methods and calculation process are also defined following NDCC guidelines.
The Commission Chair is Hilary Mehrer. Members are Robert Hoflen and Chuck Sundlie. Commission meetings are open to the public. Meeting dates are posted on the calendar events.
